Could a heavily defragmented data drive be causing this issue?
Sever B (WEB3) as mentioned in original post has a Domino data drive that is 41% fragmented including 83% file fragmentation. Also, one of the databases red\REDLINEC.nsf which has the replication error is listed as a fragmented file as seen below.
